Block Grants instead of Medicaid

New proposal coming from Congress - could be done with budget reconciliation to avoid Senate filibuster.

Limit the spending on medicaid by fixing the block grant cost.  If it doesn't cover the costs, each state has to decide what not to cover.

Right now, when a person is covered, everything is covered up to the cost of treatment.

Drown the baby in the bathtub.  Grover Norquist would be proud.

1. Limit the budget to the program
2. Program stops working.  Why keep funding the broken program?
3. Poof!  It's gone.
