Deregulation de rigueur

If you want to add a new regulation, you have to remove two.  It's like March Hare Mad Tea Party rules.

Is there going to be a quota on the number of regulations?  Don't we just need "enough"?  It really says this:

"Unless prohibited by law, whenever an executive department or agency (agency) publicly proposes for notice and comment or otherwise promulgates a new regulation, it shall identify at least two existing regulations to be repealed."

Like a 2nd Grader made this rule.

OSHA:  "We have to add a rule for the safety of workers on your new wall."
TRUMP: "OK, Take away two safety rules for coal miners and you can have it."
