Executive (NOT) Order [Infrastructure is Good]

This order doesn't order anything.  It doesn't even request anything specific.  Breaking it down to what it says:

• Infrastructure investment is good for everybody.
• Process and procedure normally makes it slow and expensive.
• Let's skip all that and make infrastructure projects go quickly.
• Within 30 days, decide what important projects we want to do really quickly.
• Come up with quick deadlines for all these high priority projects.
• When these deadlines are not met, provide written reasons why and how to fix this.
• Cannot break any laws.
• Cannot affect authority or budget of any agencies.
• Cannot compromise law enforcement or intelligence operations.
• Cannot create any rights or benefits through this order.

Is this a brainstorming thing?

What are resources?

How much can we spend?
What is broken?
Is this an attempt to begin cutting 75 percent of all regulations?
How do you measure priority?  Is it safety, or failure modes, or quality of service, or convenience, or some other performance metrics?

How do you compare power grid priority to bridges/roads or communications infrastructure?

What red tape/processes can we bypass?  Safety, cost reduction, quality, reliability/maintainability, longevity?
